Key details about the role and the candidate

The Area Authority is responsible to the Senior Company Representative (Rig Superintendent) for the day-to-day operation supervision and for the health and safety of all persons working under their authority. They will liaise closely with the onshore Upstream Control of Work Specialist in all matters related to control of work and the Area Authority (AA) is the central figure in the day-to-day management of the Upstream Control of Work process within their area of responsibility. There may be more than one AA at any site. The AA reports functionally to the OIM as DC&I focal point for PTW/ Upstream Control of Work.

 

You and the role

The individual should be an excellent communicator and showcase a speak up culture and be proactive in problem solving and ability to maintain safe and effective operations within their area of responsibility.

This a central role within the offshore business unit and requires strong leadership and deep knowledge of control of work systems and having held the role of Area Authority in a previous role or current role is desirable.

The successful candidate will have the opportunity to expand their knowledge in several unique areas within the business and develop their understanding on modern systems and the latest technologies on cyber based drilling rigs.

 

Primary responsibilities 

  • Overall responsibility to the OIM/SC for the safe Control of Work activities in accordance with these procedures and within their designated area. This includes the issue of all Work Permits.
  • Liaising with Assistant Rig Superintendent on day-to-day planning of drilling operations and permit requirements.
  • Liaising closely with the Performing Authority (PA) when planning permits, to ensure that the appropriate hazards and controls have been identified for that task.
  • Ensuring the appropriate level of risk assessment is carried out for the task.
  • Ensuring that all the appropriate control measures have been put in place prior to allowing a Permit to be issued, confirming that the PA fully understands the scope of the task and that other members of the work party have been fully briefed via a safety Toolbox Talk or equivalent means of communication.
  • Discussion & approval of isolation design with Isolating Authority (IA), control of isolation implementation and ensuring that the isolation is in place prior to allowing an associated permit to be issued. Also ensuing that the isolation is properly removed after completion of the work and cancellation of the permit. Evaluate all.
  • Work to be carried out to the requirements of the Permit-to-Work system, initiate and write Permits-to-Work as necessary and ensure that all safety precautions are taken and only work is carried out stated in the Permit-to-Work.
  • Ensuring that worksite inspections are carried out before, during and after the performance of each task (some of this may be delegated).
  • Ensuring that adequate handovers take place at shift change, crew change or other change out/over of AA’s, PA’s and IA’s.
  • Maintaining the Long-term Isolations Register and carrying out audits as specified in Safe Isolation and Reinstatement of Plant (UKCS-SSW-001) (SIRP).
  • Validate lessons learned and audits.
  • Familiarise themselves with the Safety Policy and to take all reasonable care to ensure the health and safety of themselves and persons likely to be affected by their acts or omissions, as required under the Health & Safety at Work Act 1974.
  • Ensure that the Safety Policy is fully implemented and adhered to by all persons under their authority.
  • Ensure that all tasks supervised are adequately planned, making use of client, pre-shift, TBT/TRIC, and is communicated to those involved. Ensure that first line supervisors are present at the TRIC/TBT.
  • Comply with Waste Management Legislation, Manual Handling Regulations, COSHH, Risk Assessments and other relevant legislation.
  • Ensure that all lifting operations are carried out in accordance with LOLER and Company lifting operations procedures (further responsibilities defined in LOLER procedure).
  • Ensure that planned safety inspections and audits on the installation are carried out in accordance with Safety Policy by themselves and those under their authority.
  • Take immediate action to contain, eliminate or guard against actual and potential hazards to safety, health, plant and equipment which come to their attention in the course of their work.
  • Carry out unsafe act auditing and plant inspection at least once during each offshore trip (delegate as appropriate).
  • Ensure that all working places for personnel on the installation are always, so far as reasonably practical, safe within the meaning of the above Act.
  • Guide and direct personnel to comply with approved safety procedures to prevent incidents on the installation.
  • Authorised to carry out atmosphere testing and monitoring for entrance into confined spaces if deemed competent, carry out unsafe act auditing and plant inspection once during each offshore trip (delegate as appropriate).
  • Review each task and identify what level of risk assessment is required.
  • Reject or redefine the task if residual risk is not ALARP.
  • Ensure that any potential improvements highlighted during the assessment process are reviewed and actioned/ implemented as appropriate

 

Experience

  • Previous experience as an Area Authority or leadership role offshore with drilling experience desirable.
  • Participated in safety walkabouts and area audits
  • Completed task and isolation audits with a deep understanding of isolation design

 

Minimum qualifications

  • Completed the relevant trainings for Area Authority within their current organisation
  • Completion of SIRP’s or equivalent training
  • Completed approved Assessor training withing their current organisation
